BLM Advisory Board Meeting- Will be posted online soon

-The BLM Wild Horse and Burro Advisory Board Meeting will again be streamed live  thanks to Horse Power! Please tune in from 8:00am to at least 5:00pm EST here. There are an amazing number of advocates coming to this meeting– watch at 3:00pm for the public comment period.     I think it hasn’t started yet — it is for 8 a.m. EASTERN PACIFIC TIME. Hopefully when that time rolls around we can pick it up online.

    P.S. I watched the part of the june 2009 meeting video at that website last nite and just sent the following remark (edited slightly) to Laura Allen, Animal Law Coalition:

    “I have a thought or two after watching the video on horsepower–nevada horse power plate– of Part 2 of the June 2009 Public Meeting of the BLM Advisory Board.

    Several people during public comment made excellent points, among those are: (my notes only from several commentors from the public):

    National Historic Preservation Act of 1968 – gave communities the ability to preserve as a living part of their history.

    Provision CFR 4710.5 and CFR 4710.6 — Closure to livestock to support viable herds of wild horses — the commentor said she had heard nothing during the meeting discussing this option.

    the same commentor added that: “Cattle have access to: 200 million acres of federal lands; 37 million acres of state lands, 31 National Parks; 36 reclamation projects. Wild horses have access to NO state lands, NO national forests, NO wildlife refuges and NO reclamation projects.
    She felt the action that should be taken are: 1- focus on improving herd area acreage by all means available; increase the (A)ppropriate (M)anagement (L)evels (AMLs) to reflect healthy long-term viable populations.”

    I am very interested at this point to know more about the relationship that exists between the BLM Advisory Board and the “Secretaries” (of the Interior and of the Agriculture Dept. – I assume they meant). One official who spoke to the Advisory Board (not member of the public) mentioned, “the Secretary of Agriculture is equally responsible but has no power.” I would love to know what THAT means.

    The most alarming thing I heard from the June meeting, spoken in vague generalities at the tag-end of the videoed meeting was discussion of the need to set up “action plans” so they were in place at the time of the Advisory Boards SEPTEMBER 30TH, 2009 COMMENT TO GAO (?) ; their need to “Stay With VACA” (repeated several times over and over — WHAT IS VACA??? –and questions about NOVEMBER FINAL APPROVAL ON SEPTEMBER 30TH (for what, Iwonder!!!!!). Someone mentioned the need for “action plans/existing recommendations for WHEN DECISIONS ARE FINALLY MADE. This verbage sent chills up my spine and I am so concerned about their actions which apparently will take place pending a 9/30/09 OFFICIAL COMMENT TO GAO. or something like that. . .

    Hope I am wrong about the discussion, but I fear it may have to do with mass euthanasia issues. . . . .there is still NOTHING TO STOP THEM in the law, as we speak, tho Senator Landrieu has attempted. When would her stipulations go into place.

    The BLM Advisory Committee, altho on record with Congress as agreeing with part and opposed to part of the “HR 1018” they have at least 2 members who are very vehemently opposed to it. They really want to see the horses wiped out, I felt, from listening to their statements. Definitely one or two have ulterior motives.

    Please respond to this note if you have time. I am very concerned about the A) BLM Advisory Committee’s on Wild Horses relationship with the Secretary of Agriculture; and especially with the talk of “action plans/decision of November/Official comment to GAO to happen on September 30, 2009.

    I wish I could get these questions to someone at the BLM Meeting today.

    Also, one of the commentators from the public asked for a question and answer which was denied because it wasn’t agreed upon in advance for everyone. The Advisory Board should be required to have a Q&A for each member of the public who wishes to speak — or in some format. . . don’t you think????

    IF ANYBODY READING THIS UNDERSTANDS THE SEC’Y OF AGRICULTURE’S relationship with BLM Advisory Committee, or understands anything about the strange discussion at end of meeting (“VACA? SEPTEMBER 30TH COMMENT TO GAO? NOVEMBER FINAL APPROVAL???” Or even can speculate, please let me know

    I just emailed Ramona at blm and asked her if there is another website that will carry the meeting live. Has anyone checked CSPAN I OR cspanII

    Also I called the phonenumber at horse power and left them a message to call me and told them you guys and I couldn’t pick up the live coverage and that you were in western part of US

      Horse power is working on fixing, BLM does nothing to broadcast this public meeting, nor does CSPAN etc. It is being recorded and will be up in its entirety but hopefully working soon!

      Regarding no live web cast of BLM Advisory Board meeting. No reception at all today as of yet. I finally called Horse Power and The Cloud Foundation and needed to leave message about no live web cast. Also wrote Horse Power. Also Googled to see if there was any other way to get Live web cast of the meeting. Nope.

      Geesh…a busy morning trying to get the web cast. Hopefully, we will be able to see and hear the afternoon part when the public are given 3 minutes each to speak volumes.

    JF, GAO Government Accounting Office has already been critical of BLM and management of horses. If BLM is going to address GAO that may be “good” to some point. That Mary has put the language she added into the appropriations bill for the Interior Department may have enough clout because there are people who, like her, have said very critical things of BLM without it having agency status and this does this time. We know they are cornered. if they were to do commit an act so violent the backlash would be huge. There is one now against them. That the secretary of ag is mentioned… who knows? VACA may be a cattlemans association since vaca is Spanish for cow, or it may represent there push to take wild horse land to use as cattle grazing. I have been trying to get a Care2 petition up here, i do not know how, but it is for ROAM and it has a flag “MUSTANGS ON THE HILL” there is an artical with it and it has grazing ratios for horses, cattle and ‘big game’ and horse are least damaging and do some very good things. Can I email it to you?? We could get it up here, which is fine as it has ‘share’ on it, and people could have something added to go to the Senate. i put it up at facebook.

      Also you could email info to the cloud foundation (from home page “contact us” or “email us” they have) and they could put it up????

        It is at Care2 make a difference, there are 3 bay mustangs in a picture, it is from ‘animal welfare’ ‘Mustangs head for Capitol Hill’ or the like. I have sent several versions to TCF already and asked them to post it or a link at the blog. mar

      no but,you would have to cut and paste.

      You go to petition site or wherever the info is about grazing, then you hightlight the URL, then go to “edit” then “copy” then you go to TCF blog to place you want to put it, then you put curser where you would start writing, then go to edit, then to “paste” and viola there it is! After you hit “submit comment”. Sorry I only have family on my Facebook. but Cloud the Stallion, as long as you are a member, you can post a link, or paste info under “discussion” or in “fan comment” I would think. I have tried to go to your “site” but without success my computer won’t go there. Do you have a website you posted this info on????

    It didn’t work for me either this morning at around 8 am EDT and I kept trying. Now, I’ve been checking since 12 noon EDT and it appears that the server hosting the feed is busy (doesn’t have any more connections). I did call Horse Power but got a voicemail system – didn’t leave a message as they very well may be in VA.

        The petition at my blog is good and ongoing, only posted 3 days ago. I refreshed it. I have resent it to TCF with no results. Maybe they will get to it later. Anyone is welcome to try again to move it. The first one got messed up. This one is fine. If you google “Care2 make thing better” and then ask for horse petition/animal welfare institute, you may find it on your own. I am going to see if that works. Mar

    Another petition with over 40,000 signatures is there, “Campaign for the American Wild Horse” also for roam. TCF has had petitions at Care2 in the past.
    YOU can start a petition there if you want and have it sent to BLM or the Senate or the President. They are a great website. mar

    I got a call back from The Cloud Foundation. Ben. Said most likely live web cast will not be up of BLM meeting…tech difficulties. (It is over by now anyway.) He said most likely a full update will be posted at the end of today &/or this evening.

    Ben said to check Twitter for updates. I did. Tried Cloud Foundation, Horse Power, Ginger Kathrens with no results.

    But (!) Carol Walker (wild horse photographer, book “Hoofbeats…) posted on Twitter via mobile phone:

    1) “WHB Advisory Board mtg.—Director Bob Abbey did not come as planned.”

    2) “Public comments started—-only 2 minutes to speak.” (Usual time, 3 minutes to speak.)

    And that-is-it…

    Hope later we can hear/see the whole BLM meeting…must have been video recorded w/sound.

    I watched the June 2009 meeting while I was trying, unsccessfully, to hear/watch today – I’ve worked for Government, I’ve been both on advisory boards, and I’ve reported to advisory boards, both on behalf of government, and to other government agencies, and prior to that on behalf of vested interests. I’ve never seen a bunch of people just sit around like that – their minds were obviosly already made up, and they seemed to be actually daydreaming (just my take based on experieince) – one guy had a couple of comments only – then at the end they only discussed how ROAM would affect “current law and mangment practices” – uh, duh? And that an advisory board may not answer questions from the audience – Huh? I’ll admit my involvment was at a city and state level, maybe federal is different.

    And not one advisory baord member mentioned anything about the welfare of the horses at all – just the welfare of “the managment” – I did not like that at all, sounds like perhaps some egos feel threatened by the passage of ROAM and bringing in a larger more diverse panel, that mgiht ask them to think beyond status quo – very threatening.

    Anyway , some/most of us will have to waite for news about today, probably won’t get much, as everyone is due in DC tomorrow bright and early. More restless sleepless nights, though congrats to those that are there putting themselves on the line! I’d rather they take care of business than write reports – for me, yes, a couple of more days of waiting…

    Also, need to read the Omnibus Public Land managment Actg of 2009, Public Law 111-11, signed into law March 2009, so came through House and Senate before Obama – Can try GovTracks for H.R.146 to see who supported it, voted for or agianst.

    Anyway, how does it conflict, fit with, opposes, etc wild horse advocy. It is broken up so much, I can’t really grasp it a yet. It is about National Park Service lands and specifically allows for aircraft/helicopters to be used to gather “feral” horses, and relocate other wildlife.

    Has some sections on expanding some existing National Wilderness Preservation System. for Forest Service and DOI authorizations, for Natinal Heritage Areas,

    To see the whole thing Goggle Ominbus Public Land managment Act of 2009. There was another one in 1998 something – just Google Pulbic Land Management. There might be things to help us in these.

    Roxy, There has been a recent move to use helicopters, unnecessarily, with buffalo, and it caused a calf to sustain a broken leg this spring when animals were driven from private land that the owners all had said they could use and had, indeed, always used for calving. For decades. they are using this expensive and forceful method. There are times I want to see this put together to protect all animals from the these bad management decisions. It is outrageous.

      This human “control” , this corrupt “power” over everything natural, just for the sake of doing it – cut it down, burn it out, kill it off, has no boundaries – its insane!

      If you haven’t yet, watch PBS America’s Best Idea, and some of the Yellowstone and Ken Burns clips on YouTube – mostly good stuff – some, like helicopters to move animals around alarming.
